I think Trump would LOVE to be president again in 2029. And, because of that, he doesn\u2019t want to officially close any doors on the idea right now. I continue to believe the Supreme Court would block such a move by Trump. But that doesn\u2019t mean he won\u2019t try it.<a href=\"https:\/\/www.youtube.com\/watch?v=_LNatgBiZUM\">&nbsp;In fact, I have come to believe he probably will<\/a>&nbsp;in some way, shape or form.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Why I am rethinking my belief that Donald Trump won&#039;t run again in 2028 | Chris Cillizza\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/_LNatgBiZUM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>But, even if Trump\u2019s&nbsp;<em>doesn\u2019t<\/em>&nbsp;try to run again, we know how little he likes other people in the GOP trying to get any shine for themselves. He wants the spotlight on him at all times and all the way until his second term ends (and maybe beyond).<\/p>\n\n\n\n<p>Given Trump\u2019s primacy and power within the party, no one who wants to be the next Republican nominee can afford to piss him off. Which means they have to make clear they\u2019d love to be the next GOP nominee while also making sure not to be seen as trying to take attention away from the current president.<\/p>\n\n\n\n<p>Like I said: It\u2019s a delicate dance. And it\u2019s why the 2028 GOP race is nowhere near as advanced as the Democratic one.<\/p>\n\n\n\n<p>Nevertheless, I persevere! Below are my rankings of the 10 Republicans most likely to wind up as the GOP nominee in 2028. For the sake of these rankings, I have left the current president off the list because, as I said, I think he would\/will ultimately lose a challenge to the 22nd Amendment at the Supreme Court.<\/p>\n\n\n\n<p>In addition to rating the Republican aspirants, I have also included where they stood on my list the&nbsp;<a href=\"https:\/\/chriscillizza.substack.com\/p\/my-rankings-of-the-10-republicans\">last time I did this back in July<\/a>.<\/p>\n\n\n\n<p><strong>This post \u2014 and all future 2026 and 2028 rankings posts \u2014 will be behind the paywall. The fact that&nbsp;<a href=\"https:\/\/apnews.com\/article\/brian-kemp-senate-jon-ossoff-44fa0cc046bff1502bd2b324e868f9db\">he took a pass on running<\/a>&nbsp;against Georgia Sen. Jon Ossoff, the most vulnerable Democratic incumbent up in 2026, suggests to me he has his eye on a bigger political prize. The problem? In a race likely to be defined by how close you are to Trump, Kemp is not-at-all close to the president. In fact, after Kemp refused to overturn the election results in Georgia in 2020, Trump personally recruited former Sen. David Perdue to take Kemp on in a 2022 primary. Kemp crushed Perdue \u2014 which may have given him confidence that he can be the one Republican who fought Trump and won. It worked in Georgia. But I am very skeptical it can work in a presidential primary. (Previous ranking: Not ranked)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">9. Tom Cotton<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!sist!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2Fd13322f3-0c90-4201-a5c8-bd528e3f014a_640x427.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!sist!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2Fd13322f3-0c90-4201-a5c8-bd528e3f014a_640x427.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Arkansa Sen. Tom Cotton\/ Wikimedia Commons)<\/figcaption><\/figure>\n\n\n\n<p>I couldn\u2019t decide whether to put Cotton, the Arkansas Senator, or Missouri Sen. Josh Hawley in this spot since I think both of them are likely to at least kick the tires on a presidential bid in 2028. I decided to go with Cotton because I think he has a marginally better chance \u2014 although to be clear I think he is still a major long shot. Cotton has a sterling resume packed with Ivy League degrees and military service. In any sort of normal Republican party, I think he would be a top 5-ish candidate. His problem? He has none of the showmanship of Trump. And he is FAR more hawkish on American military involvement than the bulk of the MAGA base. (Previous ranking: Not ranked)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">8. Rand Paul<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!QjXK!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F64009b58-f953-4b9c-8491-d55edf421515_640x427.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!QjXK!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F64009b58-f953-4b9c-8491-d55edf421515_640x427.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Kentucky Sen. Which the Kentucky Senator has done \u2014 back in 2016 when what looked like a promising bid to remake the GOP in a more libertarian light got run over by the Trump train. Paul continues to try to carve out a not-totally-Trump space within the GOP; he was the only Republican Senator, for example, to&nbsp;<a href=\"https:\/\/www.courier-journal.com\/story\/news\/politics\/2025\/10\/01\/kentucky-senators-support-oppose-funding-proposal-government-shutdown-2025-rand-paul-mitch-mcconnell\/86454532007\/\">vote against the government funding bill this week<\/a>. I am not at all sure there will be interest in a Trump-adjacent, libertarian-streaked candidate come 2028. But I do find Paul intriguing. (Previous ranking: Not ranked.)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">7. Ron DeSantis<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!6Ozv!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F2dfad757-6455-456d-b240-e9e5c86329e4_640x782.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!6Ozv!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F2dfad757-6455-456d-b240-e9e5c86329e4_640x782.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Ron DeSantis\/ Wikimedia Commons)<\/figcaption><\/figure>\n\n\n\n<p>How you feel about the Florida governor\u2019s chances in 2028 depends largely on how you analyze what happened in 2024. If you believe Trump was never really beatable \u2014 especially after the four indictments \u2014 then you are probably open to the possibility of another DeSantis bid. If you believe that Trump could have been beaten by the right candidate, you are very likely to look askance at the chances of&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=MQV5CAIKSJg\">ole Puddin\u2019 Fingers<\/a>&nbsp;making a serious bid for the nomination next time around. I think I am more in the latter camp but I DO think DeSantis will run again in 2028. And the story of the conservative revolution in Florida during his 8 years in charge should appeal to Republican voters. But, can he become a better candidate? I have my doubts. Sarah Huckabee Sanders<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!aJSI!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2Fd2ec9f47-a942-4373-a293-ee5071c5cd59_1024x683.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!aJSI!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2Fd2ec9f47-a942-4373-a293-ee5071c5cd59_1024x683.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Sarah Huckabee Sanders\/ Getty Images\/ Andrew Harnik)<\/figcaption><\/figure>\n\n\n\n<p>I have to assume that at least one prominent Republican woman makes a serious run for the 2028 nomination. Right??? I continue to think Sanders, the governor of Arkansas, has the best chance of a group that could include Department of Homeland Security head Kristi Noem (<a href=\"https:\/\/www.theguardian.com\/books\/2024\/apr\/26\/trump-kristi-noem-shot-dog-and-goat-book\">RIP, Cricket<\/a>) and soon-to-be Tennessee governor Marsha Blackburn. And, Sanders is starting to dip her toe into the 2028 waters. Over the summer&nbsp;<a href=\"https:\/\/www.pbs.org\/newshour\/politics\/testing-political-waters-sarah-huckabee-sanders-headlines-major-gop-event-in-south-carolina\">she headlined an event in South Carolina<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/iowacapitaldispatch.com\/2025\/07\/11\/huckabee-sanders-highlights-legacy-with-trump-iowa-ties-at-family-leader-event\/\">made a stop at a social conservative event in Iowa as well.<\/a>&nbsp;The timing lines up very nicely for her. Sanders will walk to a 2nd term next November and could well use momentum from that big win as a launching pad for a national bid. (Previous ranking: 4)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">5. Ted Cruz<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!asnM!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F92b6ba90-eac3-4d3f-bdf4-c83e5fba1423_640x436.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!asnM!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F92b6ba90-eac3-4d3f-bdf4-c83e5fba1423_640x436.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Texas Sen. Ted Cruz\/ Wikimedia Commons)<\/figcaption><\/figure>\n\n\n\n<p>I tend to think that people \u2014 especially in the media \u2014 underestimate the Texas Senator\u2019s political ability. Yes,&nbsp;<a href=\"https:\/\/www.nytimes.com\/2021\/02\/18\/us\/politics\/ted-cruz-storm-cancun.html\">he went to Cancun during a massive power outage\/cold snap in Texas<\/a>. And, yes, that was&nbsp;<em>colossally<\/em>&nbsp;stupid. But, this is also the same guy who a) managed to be the last man standing against Trump in 2016 b) refused to endorse Trump at the 2016 Republican National Convention and c) has somehow wormed his way back into the good graces of Trump and the MAGA base. That\u2019s a pretty deft move! Will Cruz ever be MAGA enough for the most hardcore Trumpists? I doubt it. But Cruz is a very savvy political operator with real candidate skills. In retrospect, I had him ranked too low in my previous look at the 2028 field. (Previous ranking: 9)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">4. Glenn Youngkin<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!nFF8!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F9988429a-5787-4f5c-ae45-954cc911f3b3_1024x683.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!nFF8!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F9988429a-5787-4f5c-ae45-954cc911f3b3_1024x683.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Virginia Gov. Glenn Youngkin announces the opening of the first Buc-ee\u2019s in the Commonwealth\/ Getty Images\/ Chip Somodevilla)<\/figcaption><\/figure>\n\n\n\n<p>Very few Republican politicians have been able to keep the very fragile coalition of establishment GOPers and MAGA types together. It\u2019s usually one or the other. Youngkin\u2019s win in the 2021 Virginia governor\u2019s race showed he was one of the few who could do it. And, to his credit, he\u2019s remained a generally popular figure in the Commonwealth over his four years in office; a&nbsp;<a href=\"https:\/\/wilder.vcu.edu\/news-and-events\/news-posts\/commonwealth-poll-in-virginia-governors-race-democratic-candidate-spanberger-leads-gops-earle-sears-49-to-37.html\">Virginia Commonwealth University poll over the summer&nbsp;<\/a>showed Young at 49% approval\/39% disapproval \u2014 significantly better than Trump\u2019s 40% approve\/55% disapprove in the Commonwealth. To believe Youngkin can win a national Republican primary, however, you have to believe that GOP voters are, broadly speaking, looking for a much more refined and, well, polite version of what Donald Trump is selling. I am not sure they are. (Previous ranking: 7)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">3. Marco Rubio<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!wHX6!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F14e7fb83-a1c0-47cf-855c-4c1112e3e918_1024x683.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!wHX6!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F14e7fb83-a1c0-47cf-855c-4c1112e3e918_1024x683.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Marco Rubio\/ Getty Images\/ Andrew Harkin)<\/figcaption><\/figure>\n\n\n\n<p>Rubio has been the biggest (and most surprising) winner in the first 9 months of Trump\u2019s presidency. Not only did Trump name the Florida Senator to the key role of Secretary of State but the president also gave Rubio the title of National Security Adviser when he kicked former Florida Rep. Mike Waltz to the curb. Rubio also has to be pleased that&nbsp;<a href=\"https:\/\/kfoxtv.com\/news\/nation-world\/trump-privately-teases-rubio-could-rival-vance-for-2028-gop-nomination\">every time Trump gets asked whether Vice President JD Vance is the successor to his political legacy, he mentions that Rubio could be too<\/a>. (Sidebar: It\u2019s fascinating that both Rubio and Vance were once very vocal critics of Trump.) The one thing that I don\u2019t know the answer to is this: Is Rubio&nbsp;<em>actually<\/em>&nbsp;a good candidate? He was touted as one in 2016 but&nbsp;<a href=\"https:\/\/www.nytimes.com\/2016\/02\/11\/us\/politics\/marco-rubio.html\">fell on his face in a debate<\/a>. He\u2019s done well to work himself back into Trump\u2019s inner circle in the past decade but can he persuade actual GOP voters to be for him? And Vance\u2019s move to host Kirk\u2019s show on the Monday after the MAGA influencer\u2019s murder was a) smart and b) revealed that there really is no difference anymore between Republican politicians and the Republican influencer class. Democrats often roll their eyes at the the prospect of facing Vance in the 2028 general election. That is dumb. As of today, I think he would be a favorite against any of the would-be Democratic nominees.
