Janet Mills reportedly ready to take on Maine Sen. Susan Collins, the most vulnerable GOP incumbent up for reelection next November.<\/p>\n\n\n\n<p>While Mills isn\u2019t guaranteed the nomination \u2014 oyster farmer Graham Platner has already been&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2025\/08\/30\/bernie-sanders-endorsement-maine-graham-platner-00538084\">endorsed by Vermont Sen. Bernie Sanders<\/a>&nbsp;and is a favorite of liberals nationally \u2014 her likely decision to run suggests that ambitious Democrats think 2026 is going to be a good year to be on the ballot.<\/p>\n\n\n\n<p>In fact, in the most competitive Senate races on the ballot next year, national Democrats have landed their top recruit in almost&nbsp;<em>every<\/em>&nbsp;one: Mills in Maine, Roy Cooper in North Carolina, Sherrod Brown in Ohio and Chris Pappas in New Hampshire.<\/p>\n\n\n\n<p>Even in Texas, where Democrats are headed for a likely primary fight between former Rep. Colin Allred and state Rep. James Talarico, the party has two very solid options who could take advantage of GOP infighting to make the race surprisingly competitive.<\/p>\n\n\n\n<p>The one big recruit still out there for Democrats is former Alaska Rep. Mary Peltola. Peltola, who lost her reelection bid for Alaska\u2019s statewide Congressional seat in 2024, remains a popular figure in the Last Frontier and has a demonstrated ability to win Republican votes.<\/p>\n\n\n\n<p><a href=\"https:\/\/alaskapublic.org\/news\/politics\/2025-09-09\/in-alaska-governors-race-democrats-leave-the-aisle-clear-for-mary-peltola\">She continues to mull over whether to run for Senate or governor in 2026&nbsp;<\/a>\u2014 and has not set a timeline to make a decision. If Peltola runs against Sen. Dan Sullivan, that race \u2014 assuming a good year nationally for Democrats \u2014could be a sleeper. If she runs for governor, Sullivan will walk to another term.<\/p>\n\n\n\n<p>Below are my rankings of the 10 most competitive Senate races in 2026. They are ranked by the likelihood of the seat switching parties, with the #1 race the most likely to switch.<\/p>\n\n\n\n<p>I\u2019ve also noted \u2014 in parentheses after each write-up \u2014&nbsp;<a href=\"https:\/\/chriscillizza.substack.com\/p\/the-10-senate-races-to-watch-in-2026\">where I ranked the seat the last time I did this back in August<\/a>.<\/p>\n\n\n\n<p><strong>This post \u2014 and ALL future 2026 Senate and gubernatorial rankings as well as my 2028 presidential lists \u2014 will be behind the paywall. While it\u2019s solidly Republican at the presidential level, voters in the state are less reflexively partisan than in the lower 48. Sullivan is a standard-issue conservative but a Peltola candidacy would make this race intriguing. Also, if Peltola&nbsp;<em>does<\/em>&nbsp;run, Alaska is a VERY cheap place to run TV ads \u2014 meaning national Democrats could take a bit of a flyer here without much financial risk. Tina Smith&nbsp;<a href=\"https:\/\/www.smith.senate.gov\/u-s-senator-tina-smith-pens-op-ed-announcing-she-will-not-seek-reelection-in-2026\/\">announced her retirement in February<\/a>. Republicans&nbsp;<em>still<\/em>&nbsp;don\u2019t have a serious candidate in this open seat. That tells you everything you need to know about the state of the race. Unless something changes, Republicans are likely to nominate former NBA player&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/articles\/c20r412qeydo\">Royce White<\/a>, who&nbsp;<a href=\"https:\/\/www.politico.com\/2024-election\/results\/minnesota\/senate\/\">lost<\/a>&nbsp;to Sen. Amy Klobuchar by 16 points in 2024. The Democratic side is where the action is with a major primary forming between Lt. Gov. Peggy Flanagan and Rep. Angie Craig. Flanagan appears to be the liberal option while Craig will tout her appeal in a swing suburban district as evidence she can win statewide. Craig has a fundraising edge and, to my mind, is a slight favorite to be the nominee. (Previous ranking: 9)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">8. Iowa (R)<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!mRyP!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F62f90620-b30c-403d-b4d8-f71d2ce92ac9_640x640.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!mRyP!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F62f90620-b30c-403d-b4d8-f71d2ce92ac9_640x640.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Rep. Joni Ernst\u2019s&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2025\/08\/29\/joni-ernst-iowa-not-running-2026-00535754\">retirement<\/a>&nbsp;in late August surprised exactly no one. And it actually made it&nbsp;<em>more<\/em>&nbsp;likely that the GOP will keep this seat in their column next year. Ernst\u2019s \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=V3ZljUsjWVQ\">well we\u2019re all gonna die<\/a>\u201d comment was going to haunt her and I couldn\u2019t see how she could get beyond it.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Iowa Sen. Joni Ernst &#039;We&#039;re all going to die&#039;\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/V3ZljUsjWVQ?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Republicans can now start fresh. And Rep. Ashley Hinson has quickly consolidated support and wins rave reviews as a campaigner. Democrats have a very crowded primary \u2014 largely due to the belief that Ernst\u2019s \u201cdie\u201d comment made her vulnerable. All of those candidates are being forced to recalibrate with her out of the race. I\u2019ve been impressed by state Rep. Josh Turek\u2019s candidacy to date; Turek, a two-time Paralympic gold medalist in basketball,<a href=\"https:\/\/www.facebook.com\/Turek4Iowa\/posts\/-i-am-so-honored-to-announce-that-we-have-raised-more-than-500000-in-the-first-w\/760319416629752\/\">&nbsp;raised $500,000 for the race in his first week&nbsp;<\/a>in the race. Regardless of the eventual Democratic nominee, this is an uphill race for Democrats; Donald Trump won Iowa by 13 points in 2024. (Previous ranking: 7)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">7. Chris Sununu surprised the political world earlier this year by&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2025\/04\/08\/sununu-new-hampshire-senate-seat-00278230\">taking a pass on a run for the open Senate seat<\/a>&nbsp;in the Granite State, most national observers wrote the race off. But, wait! There\u2019s&nbsp;<em>another<\/em>&nbsp;Sununu in the mix: Former Sen. John E. Sununu! (John is Chris\u2019 older brother; both are the sons of former New Hampshire Gov. John H. Sununu.) Sununu (John the younger, that is) has<a href=\"https:\/\/newhampshirebulletin.com\/2025\/09\/04\/in-mulling-senate-run-john-e-sununu-plays-down-a-president-he-has-criticized\/\">&nbsp;acknowledged he is considering the race&nbsp;<\/a>but has made no decision yet. Former Massachusetts Sen. Scott Brown is already running and, if Sununu gets in, is likely to highlight past negative comments from the senator about Trump. Sununu is the stronger general election candidate but it\u2019s not clear to me if he can get past Brown for the GOP nomination. The Democratic race is simpler: Rep. Chris Pappas will be the nominee. (Previous ranking: 8)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">6. Texas (R)<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!x8ZE!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F6ac4c3af-72a4-43b7-9d09-e3b3b8abf0cc_640x427.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!x8ZE!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F6ac4c3af-72a4-43b7-9d09-e3b3b8abf0cc_640x427.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Texas Attorney General Ken Paxton\/ Wikimedia Commons)<\/figcaption><\/figure>\n\n\n\n<p>Just when national Republicans thought that Sen. John Cornyn was making headway in his primary fight against state Attorney General Ken Paxton, the race was flipped on its head with&nbsp;<a href=\"https:\/\/chriscillizza.substack.com\/p\/theres-a-republican-nightmare-forming\">Rep. Wesley Hunt\u2019s announcement this week that he is running<\/a>. Hunt\u2019s impact is likely to be primarily felt in keeping Cornyn and Paxton under 50% \u2014 which would force a 10-week runoff. Paxton, the MAGA firebrand, would likely be favored in that race given that he is candidate of the core of the GOP base. If Paxton is the nominee, Democrats have a real chance. The question is which Democrat will emerge. The DC establishment favors former Rep. Colin Allred, who lost to Sen. Ted Cruz by 8 points in 2024. But state Rep. James Talarico is a rapidly-rising national star \u2014 and&nbsp;<a href=\"https:\/\/www.texastribune.org\/2025\/10\/01\/texas-senate-democratic-fundraising-james-talarico-colin-allred\/\">raised more than $6 million<\/a>&nbsp;in the first three weeks(!) of his campaign. (Previous ranking: 6)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">5. Ohio (R)<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!ggGQ!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F674b9cbd-e404-4ab1-952f-2a7cb64377a5_640x360.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!ggGQ!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F674b9cbd-e404-4ab1-952f-2a7cb64377a5_640x360.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Former Sen. Sherrod Brown\/ Wikimedia Commons)<\/figcaption><\/figure>\n\n\n\n<p>This race isn\u2019t going to change much. Appointed Republican Sen. Jon Husted probably has a low single-digit lead over former Democratic Sen. Sherrod Brown. If any Democrat can win statewide in Ohio, which has moved toward Republicans over the past decade, it\u2019s Brown. And Husted, who has held a slew of elected positions in the state prior to being chosen to replace Vice President JD Vance in the Senate, still isn\u2019t a terribly well-known commodity to most voters. Brown needs to do everything right&nbsp;<em>and<\/em>&nbsp;have a national political wind blowing at his back. It\u2019s possible \u2014 if not probable just yet. (Previous ranking: 5)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">4. Georgia (D)<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!IY2M!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F7d2ccc48-9ff0-48ba-aade-a4bb486c4719_1024x683.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!IY2M!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F7d2ccc48-9ff0-48ba-aade-a4bb486c4719_1024x683.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">Sen. Jon Ossoff\/ Getty Images\/ Jemal Countess)<\/figcaption><\/figure>\n\n\n\n<p>If I did these rankings back in January, Democratic Sen. Jon Ossoff would have been #1 with a bullet. He won a special Senate election in 2021 \u2014 thanks, I would argue, in large part to a massive Democratic turnout fueled by Sen. Raphael Warnock \u2014 and sits in a state that Trump won in 2024. And yet, 10 months into the year, Ossoff looks surprisingly strong. He&nbsp;<a href=\"https:\/\/www.cbsnews.com\/atlanta\/news\/georgia-sen-jon-ossoff-reports-12-million-raised-third-quarter-of-2025\/\">raised $12 million in the third quarter of the year<\/a>&nbsp;and ended September with an eye-popping $21 million in the bank. Meanwhile, Republicans seem headed to a contentious and costly primary between Rep. Mike Collins and former Tennessee football coach Derek Dooley. Collins is hoping to win Trump\u2019s endorsement in the race. Dooley is the preferred candidate of outgoing Gov. Brian Kemp, who has openly feuded with Trump (and won!) in the past. (Previous ranking: 3)<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">3. Maine (R)<\/h1>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"image-link image2 is-viewable-img\" href=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!ODVe!,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F5efbb08c-d4b6-4184-a3ed-7e518837c6c3_640x427.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/substackcdn.com\/image\/fetch\/$s_!ODVe!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F5efbb08c-d4b6-4184-a3ed-7e518837c6c3_640x427.jpeg\" alt=\"\"\/><\/a><figcaption class=\"wp-element-caption\">(Sen. Susan Collins\/ Wikimedia Commons)<\/figcaption><\/figure>\n\n\n\n<p>One of the most dependable things in politics is that, every six years, national Democrats insist that&nbsp;<em>this<\/em>&nbsp;is the time that Sen. Susan Collins loses. And, in&nbsp;<em>every<\/em>&nbsp;race since 1996, the Maine Republican has won. Which makes me skeptical when I hear that&nbsp;<em>this<\/em>&nbsp;time is going to be different. That said, Mills, assuming she runs and wins the Democratic primary, would be the most formidable candidate Collins has ever faced. And Maine is a Democratic-leaning state that could be made more so by a favorable national political environment. I am still not sold. But Mills running is a big deal. Elissa Slotkin&nbsp;<a href=\"https:\/\/www.politico.com\/2024-election\/results\/michigan\/senate\/\">won<\/a>&nbsp;an open Michigan Senate seat by roughly 20,000 votes out of more than 5 million cast. I don\u2019t know if this race will be&nbsp;<em>that<\/em>&nbsp;close but it has all the makings of a classic. Republicans have effectively unified behind former Rep. Mike Rogers, who was on the losing end of that 2024 contest with Slotkin. Democrats have a very competitive three-way primary between state Sen. Mallory McMorrow, Rep. Haley Stevens and physician Abdul Ed-Sayed. Stevens has been considered the favorite \u2014 both McMorrow and Sayed are on the more liberal end and could split that vote \u2014 but McMorrow has been the buzziest candidate in the race for the last few months. If the party wants to have any chance at the majority next November, they have to flip this seat where GOP Sen. Thom Tillis is retiring. In the early going, Cooper has lived up to the hype surrounding his candidacy \u2014&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2025\/10\/06\/roy-cooper-raises-14-5-million-last-quarter-shattering-records-00594563\">bringing in $14.5 million in his first fundraising quarter<\/a>, the most&nbsp;<em>ever<\/em>&nbsp;raised by a Senate challenger in the first three months of a candidacy. Former Republican National Committee co-chair Michael Whatley will be the GOP nominee but remains a bit of an unknown as a candidate. He raised a respectable $5.8 million over the last three months. And, the state\u2019s ever-so-slight Republican lean will help Whatley. Still, this looks like Cooper\u2019s race to lose.
